Major international infrastructure project – strategic analysis and tender process support for an urban waste management project
The issue
The collection, transportation, and disposal of urban waste in Phnom Penh, Cambodia, needed to be strengthened. The Phnom Penh Waste Management Strategy and Action Plan 2018-2035 was designed to respond to these challenges and demands through programs and actions that are developed under a common vision, mission and goal. The urban waste management project was conceived as a part of the strategy to collect, transport and dispose urban waste in a sustainable manner.
Our approach
InVenture Advisers was engaged in the various stages of the project to provide a wide range of services. Our specialists provided both financial analysis and tender process support to the Government of the Kingdom of Cambodia, including :
The project was tendered out based on three (3) zones for Phnom Penh to enable the establishment of a comprehensive waste management system with redundancies inbuilt into the process.
The outcome
InVenture assisted the Government during the strategic assessment and tendering process and successfully bid out the project for the three (3) zones to separate contractors. The bids attracted both international and domestic bidders and resulted in the Government meetings its desired outcomes in relation to urban waste management in Phnom Penh. The contracts are for 15 years’ and have been in operations since 2021.
InVenture’s structuring of the bids and its selective marketing in international markets enabled attracting international investors for a critical project of the Government. The Government is currently evaluating other cities where a similar operating model can be rolled out.
